Dholera Smart City is a New investment horizons and scope to gain exponentially has open wide with the government’s smart city project announcement in India a few months ago. It is not only shall this create a smarter & faster India but shall also add wealth to the pocket of investors. The million dollar question however remains is – Which city is most ideal for investment? My take is unmistakably the smart city of Dholera in Gujarat. First and foremost, it is the dream project of Mr.Narendra Modi, one that he had envisaged way back when he was the Chief Minister of Gujarat. He had realized the huge potential in developing Dholera SIR as the first smart city in India and has a soft spot for it. Dholera Smart City has already invested five years in planning and it is time for execution now as against the rest of the smart cities which are currently in their small stage and shall take long before the plan can come to action. These cities are spread across the country and shall involve extensive permissions from individual state governments thus making planning an even more lengthy process. Dholera City shall reap results faster and give better returns on investment. Besides, Government has sanctioned Rs. 48,000 crore for developments of all smart cities over next 5 years. Let’s think a simple calculation reveals that each city shall be entitled to Rs. 96 crores per year for development. Dholera SIR however already has a head start with a sanction of Rs. 3,000 crore towards its development. This means that development shall happen comparably at a faster pace and deliver better results on investments. Dholera also has the best connectivity via road, rail, metro, sea and air as compared to any other smart city. It is well connected to the cities of Ahmedabad and Bhavnagar through expressway and an international airport has already been sanctioned and shall shortly be developed. Investment in Dholera SIR is expected to give exponential returns, much higher in percentage as compared to any other smart city. This is owing to the fact that land is the cheapest in Dholera as compared to any other smart city in India. This is because Dholera is being developed right from the scratch while the land in other cities has already appreciated to a certain level and cannot go much beyond. Dholera SIR Gujarat also has an edge over other cities as it is a new city being planned and thus offers great flexibility emi plan for development. However most of the other smart cities shall be a renovated version of existing cities and shall therefore face constraint during planning and development stage. Architects shall have to work their way around the existing design while Dholera can be conceptualized in an entirely new manner. More than 400 MoU’s have been signed by big conglomerates and global infrastructure development companies to invest in Dholera SIR in multi 100 crore denominations. Companies all over the world is eyeing Dholera as a once in lifetime investment opportunity. It in itself states the huge potential Dholera offers in terms of return on investments. A city that is going to be 2 times the size of Delhi and six times the size of Shanghai is in the making. After all, it is not every day that a new city is created; a city which is certainly and investor’s paradise!

However other developed city is an old city which consists of roads, underground utilities, and buildings and much more on infrastructural front. Each parameter was assigned certain weightage and decision was to be taken based on how much the city scored. The parameters included existing service levels, past track record, self-financing and institutional systems and capacities. A two-step process was involved in selecting the smart cities. Why was each state not given equal opportunity to nominate cities? The central was clear that each state should be given the opportunity to select at least one smart city. However beyond that, a specific formula fixed the nominations per state. This formula gave equal weightage to the urban population of the state as well as the number of statutory towns within to come up with a number of potential smart cities. What is the next plan of action? All cities including Dholera Smart City are now required to submit a smart city proposal containing the entire plan for developing the Dholera City and submit to the government. The cities with deficiency in plan shall be given a chance to improvise their plans and resubmit the same. The top 20 scorers shall receive financing within this financial year, 40 shall be financed next year and the remaining 40 shall be financed in subsequent year. The government’s strategy to establish competition amongst the nominated cities has lit a spark amongst state government and shall reap long term benefits.
