Ever since our honourable PM Sh. Narendra Modi announced “100 Smart Cities Mission” we have been hearing so much about smart cities, we have so many questions about smart cities, like how are they made? What is basically a Smart City? How an existing city will be converted to something robotic wherein everything will be done by machines or technology? What are Greenfield and Brownfield Cities? What sort of technology is used in making smart cities? Like these there is an endless list of such questions and today I thought let me just put all these questions together and explore Dholera Greenfield Smart City from its core to the peak. Yes, we are talking about much talked Greenfield Smart City, India’s First and DMIC’s (Delhi Mumbai Industrial Corridor) biggest Smart and Sustainable Dholera Smart City and what will make Dholera a “Trillion Dollar Baby”. What is DMIC (Delhi Mumbai Industrial Corridor) and Dholera Smart City will add value to this corridor? A Special Purpose company was formed to facilitate and promote DMIC or Delhi Mumbai Industrial Corridor with the name of DMICDC or Delhi Mumbai Industrial Corridor Development Corporation Limited. However, when more Industrial Corridor projects were announced, the mandate of DMICDC was expanded to develop and implement all the Industrial corridor projects and name of DMICDC was changed to NICDC means National Industrial Corridor Development Corporation (NICDC) Limited. Government of India is working on to develop various Industrial corridor projects as a part of National Industrial Corridor programme with an objective to develop various futuristic industrial cities which will emerge as best manufacturing and investment destinations across the globe. The National Industrial Corridor programme will generate a lot of direct and in-direct employment which will in-turn result in economic growth and we will see overall socio-economic development of our country. 11 Industrial Corridors Projects are being taken up for development with 30 Projects to be developed in 4 phases up to 2024-25
Let’s talk in-depth about Delhi Mumbai Industrial Corridor Overall length of Delhi Mumbai Industrial Corridor will be 1504 kms and it will cover several states including UP, Delhi NCR, Haryana, Rajasthan, Gujarat and Maharashtra with end terminals at Dadri in Delhi NCR and Jawaharlal Nehru Port (JNPT) near Mumbai. 8 new Industrial Regions are to be developed along with DMIC Corridor. What are Greenfield and Brownfield Smart Cities? Why Dholera is a Greenfield Smart City and what is an advantage of investing in a Greenfield Smart City? We’ve been hearing about Smart City so much these days, let talk about how these cities are categorized in Greenfield and Brownfield. Greenfield Smart Cities Greenfield Smart Cities are developed on barren land. Usually these areas are identified far from the cities or existing cities and where there is scope of development and where it will be beneficial to people. As the name itself suggest it’s just Greenfield, where no development has ever happened and everything gets started from zero. In India, Greenfield Smart Cities program comes under Ministry of Commerce. Brownfield Smart Cities Brownfield Cities are those cities which are already exiting and we try to convert them into better developed cities by implementing various technologies like sensors across the city, smart traffic management, technologies like IoT, ICT, wi-fi etc. widening of roads, expressways, highways, roads and services. Cities like Faridabad or Noida in Delhi NCR or Surat or Ahmedabad in Gujarat are few examples of Brownfield Smart Cities. Modi Govt. in 2015 launched 100 Smart Cities Mission which is under Ministry of Urban Development (MoUd). So, Greenfield and Brownfield Smart Cities are totally different concepts and has nothing to do with each other. Complete work approach, execution process, everything is different, even ministries are different for both the concepts. Dholera being developed from barren land has seen no development before; this essentially means that Dholera comes under category of a Greenfield Smart City. Bigger than Delhi and Mumbai and conceived like international cities Frankfurt and London, Dholera is all set to give exponential returns on investment to its investors. At the present moment, Dholera is in early development phase and development of Dholera is also happening as per the Master Plan designed. Are there any other Greenfield Smart Cities in the world getting developed like Dholera? Oh yes, in various parts of world such Greenfield Smart and Sustainable Cities are developed from scratch. Some of the examples of such cities are:
Dholera SIR is spread across 920 sq kms, however, developable area will be only 420 sq kms so that question arises like what will happen to the rest of the designated area. And, the answer is that area has been kept for nature, yes, you heard it right, in rest of the area will be kept for renewable energy generation, parks, green spaces, tree plantations, water reservoirs, solar parks etc. Today Frankfurt is one of the best examples of a sustainable city as half of the city is actually just green. Similarly, Dholera is being conceived which is going to make it the most sustainable smart city on this planet. Dholera is also following 3 major pillars of sustainability which are Social, Environmental and Economic. Social pillar takes care of people and people reflects mobility and quality of life like infrastructure of the city, smart transportation, healthcare, education, income inequality, work-life balance, all these indicators focus on quality of life. Environmental pillar will take care of our planet and it will take care of renewable energy share of the city, recycling rates, solid waste management, water treatment, potable water, sanitation etc. And, last pillar that is Economic which is all about profit and assesses business environment and economic performance of our city. What all government authorities are functioning and operational in Dholera? DSIRDA (Dholera SIR Development Authority)– Under the SIR Act 2009 a regional development authority were formed in February 2010 with the name of DSIRDA. Primary responsibility of this authority is planning and development like Land use Finalisation, Town Planning Schemes, Development Plan of SIR, co-ordination with local farmers, giving permissions etc. will be responsibility of DSIRDA only. DICDL (Dholera Industrial City Development Limited)– In January 2016 a Special Purpose Vehicle company were formed with the name of DICDL in which Gujarat government has 51% stake through DSIRDA and Central government has 49% stake through DMIC trust. RERA (Real Estate Regulation and Development Act) – As Town Planning Schemes are getting finalised in Dholera SIR now so slowly and steadily RERA is also getting active in Dholera SIR. This is certainly a good move because it gives a lot of comfort level to an investor as well. SEVA SADAN DHOLERA – It is the same place where registries of Dholera Taluka properties are done and all the mutation work is also done in the same premises. DIACL (Dholera International Airport Company Limited) – A Special Purpose Vehicle company was formed by Government of Gujarat with the name of DIACL which at present is operating from Udyog Bhavan at Gandhinagar in Gujarat. Airports Authority of India (AAI) has majority 51% stake in the company, Gujarat government has 33% stake and the National Industrial Corridor Development and Implementation Trust (NICDIT) has the remaining 16% Before commencing work on ground did Government made any Master Plan and why it took a more than a decade to see something on ground? Yes, absolutely. Dholera SIR is an extremely planned city for which various multinational companies were hired to make its blue print. Master Planning of Dholera SIR is done by British Infrastructure giant Halcrow which has executed projects in more than 70 countries from planning phase to deigning & management as well. American multinational engineering company AECOM has done designing of Dholera SIR and is completely responsible for implementing trunk infrastructure including roads, rail, drainage, water supply, water treatment etc. State government has hired Wipro as ICT consultants and companies like IBM and CISCO were hired for implementing technology used in the making of a smart city. Starting from forming a legislative framework SIR Act 2009, Gujarat government formed a regional development authority DSIRDA in year 2010 and then in year 2012 Development Plan of Dholera SIR was sanctioned along with draft Town Planning 1 and 2 schemes were also sanctioned. In year 2012 only draft Town Planning schemes 3, 4, 5 and 6 were submitted to apex authority GIDB. Environmental clearance notification was received on August 22, 2014. Activation area pre-designs for roads and services was obtained in January 2015 and Roads and Services Contract for Activation Area was awarded in June 2015. In January 2016 DICDL was formed a city level special purpose vehicle company. Dholera SIR is huge, it is one of the Largest Smart and Sustainable Cities to be developed in India. Total area is 920 sq kms comprising of 22 villages of Dholera Taluka. Government has taken up Town Planning Schemes practice and the region is divided in 6 Town Planning Schemes as of now which is to be developed in three development phases. Development Phase 1 we will see Town Planning 1 and 2 getting developed and one it is done after a decade we will see Town Planning 3 and 4 getting developed and after another decade we will see Town Planning 5 and 6 getting developed under Development Phase 3. Dholera SIR is completely divided in zones and in all we have 15 zones in Dholera SIR which are like follows:
Let’s first talk about the much talked Dholera International Airport. I’ve already mentioned about DIACL that is the company which is going to plan and get airport work implemented. 1426 hectares of Government land has been reserved for Airport in Navagam Village of Dholera Taluka. Airport Authority of India has already prepared Feasibility Report, Detailed Project Report and EIA based on which all the required NOC’s and in-principle approvals have already been obtained for the Airport. As per the latest news, central government has allotted Rs. 100 Crores as 1st instalment of funding for the said Airport and work of Land Filling in the region is getting started. Besides handling logistics requirements of Dholera SIR, this Greenfield Airport will also handle the spill over traffic of existing Ahmedabad International Airport. In adjacent Government land parcels available along with the Dholera International Airport, DIACL plans for an Aviation Zone and a MRO hub for manufacturing various parts of aircrafts or Aviation Academy, Flight training institutes etc. At the same time, Ahmedabad-Dholera Greenfield Expressway tender has been assigned by NHAI and work is to commence now. NHAI is targeting expressway work to get completed in 18-24 months time frame. Initially it is designed as 4 lane expressway and later on it will be extended to 6 lanes and the best part is that scope of increasing lanes is considered from now only. This is the beauty about Greenfield projects actually. Along with the Expressway parallel Metro Trains are also planned. What sort of technology is used to develop this new smart city and which all companies are involved in doing so? Dholera being developed as a first Greenfield Smart and Sustainable city along with DMIC alignment in Gujarat, India is to witness a huge technical infrastructure like ICT, IoT, City Wide Applications, Data Centres, Networking, Wi-Fi etc. and companies like WIPRO, IBM and CISCO are already in planning and execution phase in Dholera Smart City. Do you really see that happening? How do you see Dholera adding value to the economy of the country? Yes, in next 2 decades by 2040 the entire land of Dholera Smart City will be valued at approximately a trillion dollar! From almost nil in land value to a trillion dollar real estate asset in 3 decades since 2010 it will be a commendable story. Every year the infrastructural development is happening in Dholera SIR and that is adding value to the land of Dholera year by year. Today the average value of land/sub plot sold in the projects inside and outside SIR is in the range of 2000 rupees to 4000 rupees per sq meter and the government selling the land at even higher prices. We see that in next 20 years (for assumption sake) we expect that the land appreciates to the today’s rate of land in Ahmedabad which is around 200,000 rupees per sq meter on an average and we apply today’s rate of Ahmedabad to Dholera Smart City’s developable area of 420 sq kilometres inside SIR and 100 sq kilometres approximately on the border and outside SIR, then the total 520 sq kilometres will be valued at more than 1 trillion USD. This land value does not include the value of buildings and infrastructure that will be developed on the land. If we take into consideration the value of buildings and infrastructure then the value will be much more than a trillion dollar. India’ first Greenfield smart city that has been planned will compete with world’s top 10 sustainable smart city. This city dreamt by Shri Narendra Modi will make every Indian proud. It will create 800,000 jobs and 2 million people will migrate to Dholera in next 2 decades, We envision that there will more than 20 real estate developer billionaires/unicorns in making because of opportunities offered in Greenfield Dholera Smart City. Dholera will see many Real Estate developer brands like Lodha, Hiranandani and DLF emerge in next couple of decades. This opportunity will also create wealth in billions for early bird investors who are investing in Commercial, Industrial and Residential land parcels and sub plots in Dholera Smart City. What if Modi Government is no more in power, will project Dholera be shelved? Dholera is in PM Modi’s home state and definitely from the beginning it is considered as his pet project and lot of people feel that what if Modi government does not win next elections? What will happen to Dholera or any such big project, will it be shelved? So, the answer is nothing will happen to Dholera or any such infrastructure project that is now already started on ground. A lot of investment at various levels has already pumped into these projects and companies like TATA Power, TATA Chemicals and Torrent Power have already purchased land and started the development work, they are certainly not dependent on any political parties now as too much of public, private and institutional funding has also been sanctioned at State and Central Government level. Dholera Special Investment Region ,the first smart city of India for which developmental work has begun is now adorned with a high speed six lane express way and a new metro route connecting it to the state capital of Gandhinagar. The metro route shall connect Dholera SIR to the significant cities of Ahmedabad and Gandhinagar and shall be built over 100 kilometers area. The development shall happen in two phases. One trench shall involve developmental work connecting the metro from Gandhinagar to Ahmedabad and the second trench shall connect Ahmedabad to Dholera. Phase 1 of the route shall be elevated to provide faster movement and shall also be crucial for the upcoming international airport of Dholera. The Phase 1 shall cover 61.55 kilometers and the route shall encompass APMC/Vasna- Akshardham (Gandhinagar) via Ashram Road, Motera, and Koba circle connecting it to Ahmedabad junction – Thaltej via Delhi Darwaja. The route for Phase 2 shall comprise of KOBA Circle, GIFT city, Gandhinagar connecting it to the Dholera airport. A steering committee formed in 2008 is responsible for monitoring the progress of this metro project. The formation of the committee was approved by honorable Minister of State under the chairmanship of Principal Secretary, Urban Development Department. The project has been approved under the Delhi Mumbai Industrial Corridor Master Plan and has now been put on fast track by the government owing to the long gestation period it involves. An extension of the metro route to the new city of GIFT (Gujarat International Finance Tech City) is being sought and the feasibility study for the same is requested by the Government of Gujarat. The Ministry of Railways(MoR) had earlier carried out the feasibility study for Pune-Mumbai-Ahmedabad high speed rail corridor. Government of Gujarat is also looking at the possibility of setting up a high speed rail that shall map both Dholera SIR and GIFT and has requested the MoR for carrying out feasibility study for the same. Two renowned advisory consultants have been appointed for the metro project since 2008. 2008 witnessed appointing of IL&FS by GIDB for Ahmedabad metro project extending the scope of consultancy to appointing a commissionaire for the project by IL&FS. Within the same year, GIDB also appointed Delhi Metro Rail Corporation for consultancy services so that a detailed project report may be prepared for the extension of the metro services to GIFT and the possibilities carefully considered. The six lane expressway that shall be soon constructed is often referred to as the central spine of the Dholera Smart City.It shall connect the city of Ahmedabad to the smart city of Dholera on one hand and to Bhavnagar Port on the other hand. The road as planned shall be access controlled and shall initially be a four lane highway resembling the structure of a six lane highway. Similar to the metro route, the expressway is also a part of the Delhi Mumbai Industrial Corridor Master Plan. It is expected to benefit the SIR region exponentially by making provision for other developmental activities to take place along the way. Both the projects shall soon act as a catalyst towards development of Dholera and the state of Gujarat on a whole. |
